Notice 2002-8 provides a new table of rates, Table 2001, which will replace the Table PS-58. In addition, the Notice establishes a set of rules that must be met in order for the carrier's term rates to remain viable over a long period. Existing "Lowest Published Term Rates" are not expected to meet these rules.

Term rates will likely be required to conform to the following requirements:

• Existing PS-58 Table may be used through January 27, 2002.
  
  
• Table 2001 will likely be used starting January 28, 2002.
  
  
• "Lowest Published Term Rates" may be used through December 31, 2003.
  
  
• Term Rates will likely be required to meet new standards for confirming their availability of to the general public, beginning January 1, 2004.
